The North Eastern Council Secretariat is looking for the services of suitable

officers for appointment on deputation basis to the post of Assistant Secretary

to the following posts. The details of posts, eligibility criteria, job requirement,

qualification and experience required for the posts are indicated in Annexure-I below. The

maximum age limit for the post should not exceed 56 years as on the closing date of receipt

of applications. The pay and other terms and conditions of deputation will be regulated in

accordance with DOPT’s O&M No.6/8/2009-Estt.(Pay-II) dt.17th June, 2012 as amended

from time to time. Eligible and willing candidates may apply through proper channel in

prescribed format – Annexure-II.

Cadre authorities/Head of Departments are requested to forward

applications of eligible and willing candidates whose services can be spared on deputation

immediately on selection so as to reach the Director (Admn.& Planning) within 60 days

from the date of publication of this advertisement in Employment News. Applications in

prescribed format (Annexure-II) should be submitted in duplicate and should be

accompanied by the following documents/certificates. In-complete applications or

applications received after the last date will be summarily rejected without showing any

reason.

LIST OF ENCLOSURES TO BE ACCOMPANIED WITH THE APPLICATION.

1. Application in prescribed format – Annexure-II duly completed, signed by the

candidate and countersigned by the Cadre/Appointing authority.

2. Attested copies of ACRs for the period not less than the period of eligibility service

prescribed for the post, duly attested by an officer of the rank of Under Secretary

and above.

3. Integrity Certificate.

4. Vigilance Clearance.

5. No major or minor penalty certificate for the last 10 years of his service.

6. A certificate to the effect that the particulars furnished by the candidate have been

verified and found correct as per service records.

7. Cadre clearance certificate.

1. 1(One) post of Assistant Secretary in the pay scale of PB-3 Rs.15600-39100 with GP Rs. 6600/- (Revised) the period of Deputation shall not exceed 3 years.

(a)(i) holding analogous posts on regular basis in the parent cadre/

Department ; or

(ii) with five years’ service in the grade rendered after appointment

thereto on a regular basis in posts in the of Rs.9300

-34800/- Grade Pay Rs.5400/-or equivalent in the parent cadre Department;

(iii) with sixyears’ service in the grade rendered after appointment

thereto on a regular basis in posts in the scale of pay ( PB – 2 Rs. 9300-34800 + Grade Pay

Rs. 4800/- Revised) or equivalent in the parent cadre or

Department ; and

(b) possessing the following educational qualifications and

experience :

(i) Bachelor’s degree in Civil Engineering from a recognized

University or Institute or equivalent.

(ii) Five years’ experience in execution / construction of civil works

including hill roads.

(Period of deputation/short term contract will be for 3 years).

To examine the preliminary cost estimates of roads, bridges submitted

by the State Govts. of North Eastern Region for consideration by the

Advisory Group in the Planning Commission. To scrutinize the

detailed estimates submitted by the State Governments of N.E.

Region. To take up site inspection, evaluate progress of works in

particular projects and verify technical sanction
